Discussions have begun with contractors interested in designing and constructing the tunnel and railway station, including the platform hall, beneath the new national airport in Warszawa. This marks the next stage of the competitive dialogue procedure, which will lead to the selection of the contractor responsible for delivering this key element of the future transport hub being developed under the Port Polska programme. The project will enable passengers to transfer quickly and conveniently between trains and aircraft.
The railway station beneath the airport will seamlessly integrate air travel with the high speed rail network as well as regional and long-distance rail services, making transfers easier and providing efficient access to the airport from across the country. The tunnel and underground railway station will enable rail services to operate both on the east–west axis and, following the completion of the CMK North line, on the north–south axis.
The consortium selected through the procurement procedure will be responsible for the design and construction of the tunnel, the railway station and the platform hall. The main section of the six-platform railway station will connect directly to the multimodal interchange hub, forming the principal passenger route to the airport terminal and providing travellers with a high level of comfort throughout their journey.
The procurement procedure is expected to be concluded and the contract signed in the first quarter of 2027. Construction is scheduled to begin at the turn of the third and fourth quarters of 2027. All contractors that successfully completed the formal qualification process were admitted to the next stage of the procedure. Four consortia, comprising a total of eleven companies, are taking part in the competitive dialogue:
- Mirbud S.A. (lead partner), Kobylarnia S.A., Torpol S.A.;
- Mostostal Warszawa S.A. (lead partner), NDI S.A., NDI Sopot S.A., Intercor Sp. z o.o.;
- PORR S.A. (lead partner), Gülermak S.A.;
- Strabag Sp. z o.o. (lead partner), TYM-BUD Zakład Remontowo-Budowlany Waldemar Tymoszewski.
The design and construction works have been divided into two packages. The base scope includes:
- the eastern and central sections of the tunnel together with the railway station and interchange hub;
- the western section of the tunnel together with the rail junctions.
Both packages also include an optional scope covering the railway track system as well as the design, supply, commissioning and maintenance of lifting and transport equipment. All consortia admitted to the competitive dialogue are bidding for both packages. The key evaluation criteria will include price, delivery methodology and the warranty period.
The railway station and platform hall, located partially below ground, will have a volume of more than 1.6 million cubic metres, making it almost three times larger than Warszawa Centralna station. The tunnel will be approximately 6 km long and between 50 and 160 m wide. In accordance with the project schedule, the railway station and tunnel beneath the new airport are due to open at the end of 2032, simultaneously with the opening of the HSL between Warszawa and Łódź. The remaining sections of the rail "Y" network connecting to Wrocław and Poznań are scheduled to enter service by the end of 2035.
Port Polska is an investment programme encompassing the construction of a new national airport, a high speed rail network, roads serving the airport, a logistics hub, Airport City, and projects supporting the development of the surrounding region, delivered by Centralny Port Komunikacyjny (CPK).
