Following an announcement in late October 2020, the Škoda Vagonka and Škoda Transportation consortium signed on 8 February 2021 a contract worth around 57 million EUR with Elron for the supply of six three-car Panter EMUs with an option for ten more.

The new 160 km/h 1,520 mm gauge trains will be dual-voltage, for 3 kV DC and 25 kV 50 Hz. They will comply with the latest TSI standards, including all relevant safety regulations, and will be able to withstand temperatures between -40 °C and +35 °C. They will be fitted with ETCS.

The capacity of each air-conditioned set will be over 270 seated passengers, including two seats for wheelchair passengers, four prams and 15 bicycles. 48 seats will be of the first class, in a separate compartment. Some of the seats will be removable, enabling ski holders to be installed in winter. Catering facilities will also be available.

The entrances will be low-floor, from platforms with a height of 550 mm above rail top. The trains will be equipped with a modern passenger information system, WiFi internet and a passenger counting system. Deliveries are envisaged to start in early 2025.
