TEM23-001 is a four-axle diesel shunter, equipped with two KAMAZ diesel engines with an output of 309 or 368 kW, which can operate independently as required, and with asynchronous traction motors. It has a top speed of 100 km/h and a starting tractive effort of 300 kN and represents the first completely new locomotive to be built in TMH's DNA vehicle design.

The Class TEM23 is planned to be certified during 2022 and subsequently put into batch production, which is expected to take place in Bryansk. The locomotive is designed to meet the needs of industrial works as well as RZD. The aim is to replace the elderly Class TGM4, TGM6, TEM2 and TEM18 shunters. Orders can only be negotiated once the locomotive is certified, but TMH says it is registering interest in this product both in Russia and in other countries with a 1,520 mm gauge network.
